Can't get into "Wireless & Networks" menu

Just bought a used HTC shift off ebay. Sprint version. Gingebread 2.3.3. Did factory hard reset. For some reason "Wireless & Networks" menu in the settings is blocked. Why. There is no service on it yet. Do I need to be rooted? Kind of confused. Anybody there wants to help?
