Yes you can root your, "T", variant SGSII.

To root you phone, see posts #1 and #2 of the, Rooting Galaxy S2 - Dummies Guide

After rooting you can then flash a Jelly Bean ROM, such as the latest version LSN from NEAT ROM.

Last but not least, you will now need to flash a modem compatible to your network, (the, "T", part). Since there are no, "T", modems for Jelly Bean currently available for Australia, obviously, you will need to flash an ICS modem to allow your phone to operate on your network. Details of how to flash a modem and the download links are in the, Modems - Dummies Guide
