Hi Lulu. To root, follow this guide
To install a rom, download whichever one you want and put it in the root (not in a folder) of your sd card. Depending on the rom, you may also need Gapps (google apps). There will usually be a link for it in the same thread. If not, you can find it here
. For ICS, you need 20120429. For Jelly Bean you need 20120726.
Then go to the ClockworkMod recovery you installed when you rooted and do a full wipe. Different people wipe different things. I like to do everything. There will usually be instructions in the rom thread.
Wipe data/factory reset
Wipe cache partition
Under advanced, wipe dalvik cache
Under mounts/storage, wipe system
Go to 'install zip from sd card', choose and install the rom zip
Install Gapps (if needed)
Reboot and let your phone sit for 10 minutes.
Reboot, enjoy your new rom
