I know the one, a really cheap Chinese device, it's not very good. Probably got Chinese software as well, NO Google.

When you plug it into your PC what happens? Are you getting any notifications about USB cable connected in the status bar? It might not support USB keyboards, only supports connecting to a PC.

You should be able to tether it to your HTC via wifi. Set your HTC up as a wifi AP and the tablet should be able to connect to it.
