Default Tablets with Cell phone capability

Is there a recent Android-based tablet with a decent size display and performance as the Kindle Fire HD 7", but that can act as a cell phone too? If so, is it locked into a specific cell carrier?

Well, the specs at Samsung Galaxy Note 10.1 don't indicate cell phone connectivity. If it did, then I would have expected the specs to indicate as such.

But thanks.

I didn't realise you were in the USA, the specs on that are different than the UK where it has hspa+ connectivity. Sorry I don't know of any over there.
