Even if the device is rooted (most are even pre-rooted and only need a superuser app to work) the likelihood of there being a custom recovery (required to flash ROMs, or different copies or versions of Android than what came pre-installed on your device to begin with) or even a custom ROM is not good. most are stuck forever with the copy that came with the device, sorry. this is a disadvantage of cheaper tablets.
