This is a cheapo off-brand tablet from an unknown manufacturer. Fluky and faulty WiFi is a very frequent issue with them, as well as many other problems. Probably best course of action is to get an RMA, and return it for a refund.
As for rooting, you could try some of the usual generic rooting tools like SuperOneClick, failing that almost no chance. You can sometimes get lucky if you can read technical Chinese.
