What can I do if 16gb micro sdhc class 10 cannot be formatted?
I just recently bought this, then during pasting data on it, i think it got disconnected.
so now it won't work and can't be formatted. I can return it to the seller but I'm outside of US so i'm leaving this as my last option. I hope someone can help.

in the UK, at least, if you buy faulty goods you may return it to any seller who retails it and they are obliged to replace/refund without receipt. Therefore, it is neither dishonest nor fraudulent.
OP: have you tried formatting it in both the phone and on a pc? If neither work then you are best to return it.

Not true. as the contract of sale is with the original supplier (shop) then they are the only person that legally has to deal with it. usually if it is a company with lots of stores (currys, comet etc) their policy will be to deal with it at any store, however legally it is the store you purchased it from that has the responsibility to deal with it.

So if he takes the card to another store then they are going to tell him to take a run and jump.

You are correct that it is the seller that legally has to deal with it, and that they are with whom the contract exists. I was wrong to use 'obliged'. However, as the suggestion was to buy another and then return the original, which would then be returned to the manufacturer, it remains niether dishonest nor fraudulent, and involves no 'run and jump'.

If you read the OP the card is broken because it was disconnected before it had finished writing. The card was not faulty he broke it, so yes it would be fraudulent and dishonest to switch cards. Personally if I break something, I pay to replace it, I don't try to rip off an honest retailer. I must just be old fashioned.

You have 2 weeks to return faulty goods to a retailer, after that it is between you and the manufacturer. This is your consumer right but obviously some retailers offer extended return periods.
