I'd start with a live battery pull (with phone on just remove the battery and leave it out for a few minutes then reboot).

If no success, I'd go ahead with a factory data reset, hassle as that is.

By the way, is this happening with the device charging? If so, that could be the problem. If not, never mind. ;)
