hard drives (the ones with spinning discs inside), floppies (if anybody is still using those) yes.
usb dongles, SD cards, memory sticks - NO. Why? first of all, there is no need to do that, second of all - you shorten the lifespan of such device - a lot!

defragmentation is meant for the devices that have spinning discs inside, to shorten the time to access required data and to read big files "in one line"

What is the point of doing that on a memory that is on a chip? data is accessed in the same time, no matter where (it which cell) it is located! files are spread all over the chips anyhow and windows defrag will fix nothing.
