They're installed during installation of HTC Sync. I don't think HTC have released them as a standalone package.

I've installed that but the ADB drivers (for usb debugging) haven't installed.

Ahh, gotcha! Is the device unrecognised when you run adb.exe?

Does anyone know if there are standalone drivers yet?

Not officially, but if you're using either 32-bit Windows XP or 64-bit Windows 7 I've included the latest HTC Sync drivers in the ZIP posted here. Not sure if the 32-bit drivers will work with Win7 as I could only test with the systems I have available, but they definitely work with the Desire Z.
