I think you're right. I disabled "fast boot" since it doesn't put the phone through a full reboot/refresh.

You can always do a full reboot/refresh by choosing "Restart" after holding the power button -- that, as far as I can tell, does do a full reboot regardless of the fastboot setting.

What fastboot is great for is airplanes -- you can fully comply with the "power off all electronic devices" request (and more FAs have been clearly stating that just going to airplane mode and turning off the screen isn't enough), yet be able to power it on and make calls within 15-30 seconds on landing.
