Do we have "Locate"?

e911 is a built in service. Whenever your phone dials 911, it lights up your GPS and sends that data to the e911 (e means enhanced) service. The emergency assistance operator will receive your GPS coordinates automatically without you having to do anything at all.

This can not be disabled. Everytime you dial 911 and hit send it happens.

I should note ... Good luck with that helping you! Even though the e911 operator receives your information, that same information is not always coordinated against a map or relayed to the actual emergency services who will be saving your life! The e911 service has been around for several years but is just beginning to take hold in all Emergency Response areas.
