lol i dont know how to upload a rom XD
You'll need a rooted phone. Then just put the file into the SD card, rename it "update" and do the manual update steps.

Okay... After having it for a day or so I'll let you know whats new, fun, not so fun and so forth. This is a beta release so a few things arn't working like the "Personalize" feature found in the Settings, not exactly sure what it does really but I think you can switch the UI up a bit kind of like the UI shown in the picture above with the large clock or the normal Android Interface that we all know.

The color scheme is different, its based around black now and goes a lot better with my black G1 and thats a plus for me.

The Calendar, Music Player and Messaging have all new looks and look wonderful. Tons better then before. Its not like they just threw them in like old versions.

It now has Social Network stuff for Twitter, FaceBook and Flickr. I don't have any of those accounts so I'm not exactly sure what they do, I'm sure there will be Apps for those specific things in the future.

The transaction effect is better then the slide that has been around, now it zooms in and out which look a ton nicer and its a lot faster. Actually the whole system seems faster to me, but of course I don't have everything installed as I had.

When you let the screen shut off and press menu you still get the Carrier, time, date and whatever else box but instead of a black screen or just the wallpaper behind it, you get whatever you where doing behind it. So if your in messages the box will just appear over that screen. So that speeds things up by a couple seconds.

It now lets you know how many voicemails you have that haven't been heard yet in the Notification bar and when you pull it down.

The browser is now full screen and has a few UI changes, if you haven't seen the Hero demo videos check those out, it shows what it looks like. Love the little green bar on the bottom with the white dots floating left.

In messages you can now have quick text. That means it already has a few written sentences you can send if your driving or whatever. Of course you can add your own and so forth.

Tons of new little things and I'm sure more will be added. But thats just a few I found and so far I'm liking it.
