Help How to undo my idiot brother's damage?

I recently inherited my older brother's phone. Like the fool he is, he tried putting on a custom ROM a week before I got it. It went fine, but the THE DAY HE GAVE IT TO ME, he screwed something up. I have no idea what he did.
I can't use the phone at all, it just flashes the logo "b ROM 1.3". Heck, I can't even turn the thing off.
So my question is: is there any way to reverse this? I don't know much about phones, but I'll try whatever you can throw at me.

Do a search for doing a recovery boot. If you look through my threads I describe how to do it a few times....but this phone is such a flaming piece of crap I've blocked out much of what I knew about it.

It's something like holding volume up, camera and power or something like that. Get closer to the answers through research, peek through my posts, and I'll try to answer if I can. I just don't have time to dumpster dive through my old threads at the moment.
