Not unless there's a tower closer to you that your PRL doesn't allow you to connect to - which is highly unlikely.

Not only know the number (which is is in phone info, so it's trivial to find) but have a copy of the file. If the one you flash doesn't work, you can just flash the original back. (You might be able to do an OTA - over the air PRL load. I don't know because I haven't tried to do it yet. But it's a lot easier to just have the original file available.)

That depends on the problem. You know - if you have a pain in your head due to a tumor, surgery might help. But if the pain is due to banging your head against a brick wall, there's a simpler solution. For example, when I run my laptop on my deck, if someone runs the microwave, I lose my wifi connection. The solution is simple - wait for the microwave to finish. You could just have something causing a lot of noise, which would degrade the signal to the point that data transfer is slow. (You only need about 24kbps for voice.) Or it could be that Sprint has sucko coverage of your house, in which case you have to find out who has good coverage and, if it's AT&T or Tmo, go with a BYOD SIM and a different phone.
You can't fix a problem until you know what the actual problem is. Slow data is a symptom - you have to find the cause. If standing half a mile, in sight, from the tower gives you good speed, it's not the phone or the tower. If not it ccould be the phone. One step at a time. (Fixing what's not broken is the fastest way to break something.)
