rooted and themed phones can have just about any icon even in the notification bar ... but not is stock ... unless and app places it there as a notification ... but the stock battery would remain on the right side of the notification bar ..
I had a theme on my phone that changed all the icons even those in the notification bar so it can be done ... but also and app would have to be running in the background to keep it update ... and most people have seemed to find that it is more of a waste to battery to monitor it than it is worth ...
From my understanding, in that case, it seems that aps is overlay over all of the home interface, and simply make all of them new icon or new widge like on the status bar.
It definitely would use more battery than usual. So like you said, it would reverse the purpose to monitor battery.
Unless something can be done in kernel to show ## rather graphic since graph is based on number anyway, just number of different graph is less than 100.
