Free calls over WiFi to landlines

I need an app for Canadians (Google voice and grooveIP only work for Americans) which allows me to make free calls from my cell phone over WiFi to anyone in Canada (not just someone using the same app as me).

I also need the audio quality to be as good as skype, I've tried Fongo but the quality sucks so bad I can't use it.

Doesn't Viber require that the other party also have Viber?? The OP is looking for something where the other party does NOT need to have the app.

You could try Nettalk. As far as I know (I don't use it much) you will hear perfectly but the other person will hear an echo. That's the experience I got.
