Suspended for Non Payment, No Google Voice won't make calls.I

I stopped paying my BOOST MOBILE Account due to Switching to a 4G Phone with Us Cellular!!!

Now that my phone is NO LONGER in Service and REMOVED from the Account, When i try to make calls on WIFI with Google Voice (Which has its own Google Voice Number), i keep getting the stupid BOOST voice saying it cant verify my Account... or When it does work, The VOICE Lady keeps asking if i want to make a COLLECT CALL to a mobile number... UP Until my Boost Service Got Suspended, i was able to make all the FREE Voice Calls in the US that i wanted.

Do you HAVE TO HAVE Active Cellular Service to use Google Voice?
I also CANNOT Accept incoming Google Voice Calls...But they can LEAVE a Voicemail and i will receive it just fine?

I need Google VOICE to work so that i can make/receive calls until my Us Cellular Device Comes in the mail :/

I am using the ZTE WARP with Boost Mobile... For the Record

You need to use the Groove IP app (with its dialer built in) to have Google Voice work on your phone w/wifi connection. Groove IP/Wifi only is free.

If you try to use the phone's dialer it needs an active connection. I know because I have Boost and I use GrooveIP/Google Voice when I don't feel like paying for additional days/minutes

Voice quality is similar but Groove IP is much simpler to setup and troubleshoot.
