Battery only charges to 27%

I read and tried the suggestions, before I posted this, but I am at a loss.

I have used the original EVO SHift 4G HTC AC charger with the the original USB cable, two other AC chargers and 3 different USB cable combinations, I have used my car charger and my laptop USB port to charge the phone. I have let it charge for 1 hour, two hours and overnight, multiple times.

The phone never charges more than 27 percent the power indicator remains yellow!

Any ideas?
 
Could it be that the battery is at the end of its useful life?:thinking:

It happens on all batteries, even a brand new 1700 mAh battery I got 3 days ago (I was waiting to post till I tested it).

No apps running in the background, I even uninstalled spare parts. Charge it all night with the phone On/Off (it doesn't matter) and it only goes to 27% (once in a while it goes to 28%).

Driving me nuts :-(

I have the exact same problem on my Samsung Galaxy S3 Since i got Jelly Bean. About a week or two. Happens from time to time. Never goes above 33%. Then it gets okay again later. Weird stuff. The phone has been checked 4 times by professionals, battery sent to Samsung and i got a new one, same thing. This is without a doubt caused by Jelly Bean.
