When did this problem start? If it was just recently, try powering down the phone overnight. In the morning, boot it up and hopefully your phone will receive some updates.
It fixed my battery problems.
I've not had that sort of issue with my S4, but it did sometimes occur with my D2G. Rebooting always solved it. I think it was likely due to some program hanging, but another program being reported as being the power user.

When my battery was draining faster than normal yesterday, I noticed my stock RAM manager said that 1.50 GB of 1.78 GB was consumed. I rebooted and that dropped it down to upper 800 MB being used. And now the screen is once again the biggest power hog, not Android OS. So, I also recommend rebooting if there's too much clutter in the memory to force the phone to kill those power-hogging processes.
