I'm looking to go to the purest google experience ROM possible which is fairly stable. Can someone recommend one? Also, I'm guessing I'll be able to load it up with the S4 toolkit

No, I think you will have to use Safestrap. There's a list of roms that work with Safestrap over on XDA. As well as threads about installing & using.
