Also recall that the DROID launch coincided with the holiday season. Obviously, it's wise to capture that holiday shopping fever with ads. We're sort of mid-Q2, I wouldn't expect a major ad campaign that would capitalize on sort of a shopping lull. Now, had the Incredible launch coincided with tax-day, when people might have gotten a refund and feel like they have some expendable cash, maybe, it would have been worthwhile. But yeah, nothing to capitalize on right now to justify a major marketing campaign.
That and VZW did not record as big a profit gain Q1 and going into Q2, as they had in Q4 (likely due to the DROID), so they may be a little cautious about throwing money around. That being said, VZW hasn't had a huge history of pushing state-of-the-art HTC phones, likely because HTC has their own ad campaigns. Motorola was likely a huge proponent in getting some of those DROID commercials off the ground. So, don't totally blame VZW, as HTC would be partly to blame as well.
