Okay so recently I have been a victim of theft. Someone has stolen my phone which has Incredibly high secure passwords to several accounts. I urge all of you to install the Following apps on to you Phones. Especially people that have GSM Android Phones.

Wheres my Droid: Easy application that lets you send a txt to your phone to locate it.(Works only if phone account is still active and phone is on. And yes you have to keep location on)

A carrier cannot lock a GSM phone, they can blacklist an IMEI number but that doesn't stop the thief from using another carrier.

IMEI blocking on a GSM phone does block cross carrier within the UK, and I believe that there may be some agreements in place across Europe.

I was unfortunate enough to buy my first Android phone (G1) from a eBay seller. It was mysteriously blocked (having been reported as stolen) after about 50 days (outside Paypal's 40 day window, and after I'd given positive feedback). This block was effective on T-Mobile, O2 and Orange (the 3 I tested with).

Took me 6 months of applying serious legal, financial and police pressure to get my money back... then I bought a Magic :D (from a store).
