I would think the 15% off would come off the total ((69.99+10.00) less 15%) but have no idea if this will even apply to the Evo. I am hoping it will as I will be pissed if I wait until June 4 to order it online and then can't even get it. I do know that you can go ahead and do the pre-order and then apply the discount later but then you wouldn't get the $50 credit and waived activation fee (about $90 total).

I would highly doubt this would be stackable with another discount.
