There are two ways of doing it (though it's really just 2 different ways of going about the same thing):

1. Boot into ClockworkMod Recovery, and install the zip from the SD card.

2. Go into ROM Manager and select "Install ROM from SD Card" and select the kernel zip file. It does the same thing -- reboots the phone and installs the zip just like you would otherwise -- but it can be a bit easier for some.

You'll need to buy SetCPU off the Market (I think it's only a dollar or 2) in order to actually enable the overclocked kernel. It allows you to set various speeds on the kernel, as well as create profiles for different speeds (such as setting the CPU speed to 250mhz when the screen is turned off/asleep, which can save a lot of battery life).

Actually 3 if using SPRecovery. That's the way I do it...
