Default 2.2 or 2.3 roms

Was ondering what roms there are that can run 2.2/2.3 apps and software with fully working everything from GPS to wifi and all extras

For 2.2 there's Cyanogen 6.1 Final for the Hero, as well as ROMs like Elelinux, Villain 1.7.2 that are based on Cyanogen. Everything works on those just fine.

It's still a bit early for a 2.3 ROM. On XDA there's one built from the SDK (which means hardly anything works), but we're still waiting on one built from the 2.3 source (which wouldn't be buggy)

is Elelinux a rom on its own or is it an add on to another rom

Elelinux is it's own ROM

When I said it's based on cyanogen, I mean they take cyanogen as a starting point and then customise and tweak it themselves into their own ROM.

so Cyanogen 6.1 is like having google experience on nexus one part from its the rom version

More or less, yes. CM6 is a plain-jane vanilla Android experience, and all ROMs that use the code as a starting point are likewise. They may replace the Froyo Launcher with ADWLauncher or LauncherPro and have custom themes but that's about it.
