Have you previously tried to put a custom recovery menu on the phone? That will cause the OTA update to fail, as the stock recovery is needed to flash that. If you boot holding home + power, do you see the works amon ra/clockwork recovery on the screen?

nope not put a custom recovery menu on it
home + power results in the exclamationmark logo and a phone next to it and it not doing anything

Well, there goes my theory then

The easiest thing to do would be to install the latest 1.5 firmware for the G2: HTC Hero - ROM upgrade for HTC Hero (T-Mobile G2 )

Then the OTA updates should pop up for you straight away. Then you can go about rooting 2.1, which is much easier than rooting 1.5. Bear in mind installing a RUU.exe like this will wipe your phone entirely (except for the sdcard/simcard/data backed up with google), so make sure to back up anything you want to save.
