There's no need to (and no-one in their right mind would want to for security reasons). If you used someone's account, you'd have access to all their paid apps, could buy apps and read their email. They better be a close friend of yours.
You can activate with any
Google account and can also create an account when you activate. You can also add multiple accounts to Play Store (via the menu in that app) to add another acct (like family member).
