Just to clarify, you don't "enable Outlook" on your device. Outlook is a Windows desktop client.
In any case, you can't disable/change the security policy as long as you're attached to an Exchange server with the policy.
If you don't want the PIN lockscreen on your device, look into the other Exchange clients out there. IIRC the PIN applies to the app and not the entire device with at least some of the apps.
