Default Lock volume if phone is locked

Is there any way that I can keep the volume from being changed when the phone is locked and displaying the lock screen?

The phone goes into my pocket with the screen off but inevitably the power button is pressed turning on the lock screen - then the volume buttons are guaranteed to get mashed, resulting in my missing of calls.

I'd just like the phone to be locked when it's locked.
