This can be done either using the BT OPP (object push profile) profile or PBA (phone book access) profile. If your car unit uses OPP I think you have to actually instigate the "push" on your phone, it is not automatic. I am not sure with PBA.
To instigate a push first connect the phone to the car using BT. Then choose the new contact in your people app. Then hit menu, then send contact. At the top should be a drop down box. Choose "Send contact via Bluetooth". You can choose what information to send, and then hit the send button at bottom left. See if that works.
Either that or you could delete the phone form the car's memory (see car manual for how) and then re-pair them, in which case the latest phonebook should be repopulated - you may get a prompt asking if you want to do that or it may be automatic.
