HTC HD2 - sending picture texts

I have a HTC HD2 running on Android 2.2. I having problems sending picture texts using the stock message and also any app that I install off of the market - Handcent & GO SMS Pro is what i've installed so far. I can receive picture texts I just can't send them out. PLEASE ADVISE
