yep its fast, tested it on 2 phones today, but i flash that same phone today and it went back to PRL 3019 go figure, but i was in a different part of dallas when the 3g came on the phone and had full bars.

To find this, you can go to settings -> About Phone -> Phone Status and type in the digits under MEID DEC. Or you can take out the battery and in the slot you will see a white tab and you will see MEID above the bar code and a bunch of numbers to the right of it. type this in the bar and then click "Check ESN". The site will give you your SPC code which should be six digits. for example, my SPC is 076500, but yours will be different. Be sure to write down YOUR SPC code or memorize it because you will need it in the last step.
Step 2: Extract the files
Click the andyolgphonestuff.zip file that you got from the google download and extract the folder. As I said before, you will see the three rar files, but you will also see a 3014.prl file, a MS690ZV3_36.scr.txt file, and a readme.txt file. Ignore the rest and open the readme.txt file as it will guide you through the installation better than I can describe it. Do follow the readme closely and be sure to stop following the readme when it says "Make sure that where it says "Provision" it is set to "Upgrade". Do not ask about any of the other modes because I have no idea what they do or how they work." For the Shortcut option, I decided to skip that part and when I installed, I went to C://LG Electronics/LGNPST/ and selected the application that didnt have General in it's name, however you can access it however you want as long as it comes up and reads your phone.)
Step 3: PRL writing
Now that you have everything installed, make sure when you have the LGNPST lab open, you have your phone plugged in and make sure the aplication has identified your phone and it should show details in the box on the right. It'll have details of your phone including your phone number.
Now in the "Provision" box towards the bottom where you see "Upgrade", you will look there for a PRL/ERI tab. Click it, and it should take you to the tab and you will see checkboxes with labels like "Write", "Read", "PRL", and "ERI" as well as two little icons to the left of PRL that look like a folder and a trashcan. It should look like this.
Click the folder icon and find you 3020.prl file you downloaded, click the open and then check the box with "Write" next to it. Then hit the big button at the bottom that says "Start". A popup will show asking you to input your spc code. Input your SPC code then hit "Ok" and let the program do its things, AND DO NOT UNPLUG YOUR PHONE DURING THIS PROCESS. Leave your phone alone until the process is done. Dont touch it, dont look at it, dont even breathe on it. (lol jk, you can look at it or breathe on it, just dont touch it) During the process, you phone should reboot and come back to its lock screen, however DO NOT TOUCH THE PHONE until the application on the computer says it is complete. Once it is done, you should be updated to PRL 3020, and feel free to check your phone settings to be sure. If you are lucky, you may get the 3G icon on your statusbar, if not, you will still see a good old 1x icon (If you are unlucky, do not feel bad for I have it too)
Step 4: Enjoy (if you are lucky)
Again, I do not guarantee that you will get 3G. You might be unlucky like me and be stuck at 1x. However if you have 3G (you lucky basta**), then enjoy.
Tried this yesterday morning.. Spent a few hours.. Couldnt get the LG App to see my phone to save my life.. At the end I had some choice words at my phone and computer lol

I was getting this the night before this thread started, then did something stupid the next night.....I tried to do a PRL update to see if maybe it would stabilize, and my PRL got REVERTED from 3020 to 3019, no more 3G icon. I'm still pissed about it, as I've tried numerous times to get it to go back by dialing *228, unsuccessfully. I also tried getting into my phone with QPST and CDMA-WS, using Hardware Virtual Serial Port as a COM port emulator, but can't get anything to work on my phone either on Windows 7 x64 or Windows XP Pro, so I'm apparently screwed until the PRL update system actually pushes 3020 again.
So, for future reference, DO NOT TRY TO UPDATE YOUR PRL IF YOU ALREADY HAVE 3020!! Damn you MetroPCS, you sorry bastards.

Yeah this is what I did too.... DAMN! I hope they push it again soon. I am going to flash my phone tonight after work and we'll see if that does anything.

Go about 1/4 of the way down the page, you'll see the box to enter your ESN and convert it to your SPC.
Now if only I could get anything to actually SEE my phone.....no luck with CDMA-WS, QPST, or otherwise.
I tried this entered my MEID number as shown in the status on my phone and it said mine was not a valid MEID/ESN number. I've tried several times to update over the phone to no avail.
UPDATE: Take the first two numbers before the first letter off your MEID number (this is how it is displayed on the back of your phone). I now have my ESN number and will see what I can get done with it.
So my question is; Does ANYONE still have 3G or was it a blip on the radar and has anyone SUCCESSFULLY lost the 3020 PRL and been able to retrieve it again???

I was able to put 3020 on my Ascend again using QPST and the 3G started working again after a while. However Dallas is so botchy on where 3G works. Down south in Pleasant Grove the 3G runs at full signal but in the CBD it will occasionally show the 3G signal but once you try to use any data at all it'll switch to 1x. I can't remember if the PRL I used is the same one in the instructions above. I don't think it is because I remember trying with that one and it wouldn't work. I can upload it if you want to use it.

Also with the ESN check site being down there is a nice app you can get from the market to easily calculate your SPC. It's called MEID Converter and is by Ghasan Idriss. It's free,simple to use and will save any MEIDs you convert to see later without re-typing it. I used it myself and was good enough for the task. Hopefully this can be helpful to someone.

Well if your prl is different I would like to know which one you're using. Thanks for the meid calculator it worked great! I now have my spc code. Forgive my ignorance but what is qpst and can you tell me where you went to change your prl? Did you use the method above?

I didnt do anything after that. It just popped up with the 3g icon after the phone rebooted. I was shocked that it worked seeing that the service is terrible in my house anyways. And I also got 1 bar where before i had none and had to have the phone positioned just right to send a txt message.
But from what I read on here its not working in GA yet.

I had trouble adding my phone to qpst at first. When you go to add a port in the configuration of qpst uncheck the box that says show serial and usb\qc diagnostic ports only.

I just went into town. It must be lakeland that has 3g. In plant city I have 1x still. Since I get 3g at home just outside of lakeland. It must be there

I looked at the 4g coverage in my area also. i notice the only time i get 3g is when im in an area thats not covered by 4g. Now this is just around my town I have yet to venture over to the next town that has far better coverage than here.

I found it tonight heading south over the Howard Franklin Bridge (I-275) about 1 mile north of Exit 31, I noticed my service went to CDMA EvDo rev. A (Actually it went CDMA EvDo rev.xxx first) and held while I exited the Ulmerton Road exit towards Largo... it stayed at 3G all the way till I got to Hwy19... then it went back to 1X...
So along Ulmerton Rd between HWY19 and the ramp for I-275 there is 3G!!
Anyone in that area... please post your results...
