How do i re install my notifications toolbar that slides down from the top of my home page of my huawie ascend?

It sounds like you've installed an after-market launcher(GO LAUNCHER/ADW/LAUNCHER PRO,etc)....,that has the option to hide the notification bar,or,you have a swipe option to hide/show w/your after-market launcher.
Go through each app that you have installed to check for such a feature,if an after-market launcher isn't the culprit.

Follow Kolio's advice, it should get you in the right direction. Also, you on stock, rooted? New rom, if so, which?
