Default Does root can help remove the network lock of android ?

Does rooting an android device also unlocks the device ? or can we use use root access to read password from the hex file in the system folder in android phone ?

no, rooting doesn't allow you to read the password, you would need a sim unlock code from the carrier.

But I unlocked my samsung galaxy mini using this method [TUTORIAL] Unlock Samsung [GT-S5570 / i5500 / Galaxy Ace] - xda-developers. It reads your password from your system file after rooting the device.

Can we apply the same method on unlocking huawei ideos x3 ? Also I tried putting custom ROM into samsung galaxy gio which unlocked it also. Will it work with huawei ideos x3 if I put eclipse ROM in it ?
