You might try a factory reset first (from hboot) but I'm not super hopeful it will cure all.

Ok, so to be clear, you've now run both the newly added PB31IMG and you've also done the RUU from your PC and still no love?
If that doesn't work, I have half a mind to tell you to go back to Froyo. However, that is what you originally did on this thread before the files were updated today. And it sounds like you were having the same sort of scenario on 2.2 also is that right?

Ok, go to hboot, select recovery. When you get the red triangle pic, press volume UP and the power button to see factory recovery options. Let me know what options you have there, I can't remember how they're worded.

Here's the thing...this phone is playing hardball more than any I've seen. So I am going to recommend an idea I've never tried before. Therefore, attempt at your own risk. If you decide not to go this route, that's cool but my final suggestion, in advance, is going to be to flash Clockwork back and get rooted again, then flash a rom.
Make sure the MD5 checks out, then make sure you have all other PB31IMG files off your card. Then rename this one PB31IMG and place onto the card. Go to hboot and load the file as you've done before. This one will be short and sweet, that's normal.
Now, reboot the phone. Once it's booted up pull the battery, then replace. Now get rid of the PB31IMG from the card. Next go back to hboot and go into recovery. Should be Clockworkmod recovery now. (Good thing you kept s-off)
Now do all of these things in the Clockwork menu:
Main Screen:
wipe data/factory reset - x2 (twice in a row)
wipe cache partition - x2
Now, this is the part I've never tried. I'm going to tell you to not load anything. Instead, select the option to reboot to system if it will allow you to do so. If you don't see it, press the power button to go backward one or more menus until you do. Wait for the phone to reboot, it should fall on it's face and not get past the splash screen if it even makes it that far.
Now pull the battery. Place the 2.3.4 PB31IMG file back onto the SD card from the OP of this thread. Use the volume down + power button to enter hboot and let the file load. Hopefully with a full wipe of everything, and a reformat of the partitions, it'll apply the update without all the side effects this time.
If you feel uncomforable with the above, then my other plan would be this:
Basically the same thing as plan 1 excpet this time, you're going to add Superuser and get full root rights back. Then you'd do all the wipes I mentioned above but instead of rebooting at that point, flash a rom instead and see if your stability comes back with a wiped but rooted phone on a rom. If the answer to that question is YES, then you can try downgrading again back to stock. It seems to me, something occured to eff up one or more of your partitions somewhere along the way and it's not allowing a proper wipe/load during the unroot procedure.
Pick your poison and I wish you the best. I'll be around to see how this goes.

Is the file loading in hboot?
I formatted the sd card to be sure and am in hboot right now.
I don't know how to use ADB :/ I could try and read up on it, or if you wanted to remotely connect to my computer, you could try.

Yes. Give it a ton of time if necessary to boot. Don't pull the battery unless it either bootloops or takes more than 15 mins to boot. It's likely to be slow this time.
If you get the red triangle, hold volume UP while pressing the power button. I think there's a stock recovery option to either wipe or format /cache. Can't remember which.

Try it from there for the Hell of it. Then reboot afterward and see what gives. If it won't boot, you're going to need to ditch the current PB31IMG from the card and get the one for Clockwork recovery on there. If we are going to try the post you linked, you'll need Clockwork. And actually, I think you'll probably need to load superuser after that.
...and place it on the card. Do NOT rename it, just make a mental note of the filename as you put it there. Then goto hboot, enter clockwork and do the following:
-wipe data/factory reset
-wipe cache partition
-wipe dalvik cache in advanced menu
(those 3 are just one last ditch effort just in case it takes this time)
Then more importantly, do this next:
-Install zip from SD card
-Choose zip from SD card
-now it'll let you navigate the card. Find the superuser zip, select it and load it. The reboot to system. I'm guessing it still won't boot right but at least you'll have root back with superuser.
Ok, well now you have SU again and clockwork so we're at least in a semi-happy place. You COULD try the 2nd part of the earlier post where you end up wiping/formatting everything only this time installing a rom. But that's more work since you want to be unrooted at the end of all this. Might get your phone up and running temporarily though.
At any rate, whatever you decide, go have a good weekend and we can reconvene next week and try the "Messed Up Partitions" thing if you'd like. That would have been my last ditch plan, I have seen it fix some phones in worse shape than yours. If you wanna go that route, go ahead and get some things ready. Download the "Parted" that's mentioned in that thread. Also, research "Android SDK" as best as you can. It takes quite awhile to get set up so look for one of the many tutorials on getting it set up. Any good tut should tell you to install it on the root of your C: drive. If it doesn't, find a different tutorial.

I went from stock rooted Froyo to CM 7 for about 20 minutes (never used 3-rd party ROM before) to this latest GB. Guess where I am going now? Back to CM7!!!

Also, I want to add that this PB31IMG works just fine for unrooting SLCD dincs and you don't have to worry about getting the black screen issue that would happen with the old leaked 2.1 PB31IMG. (I was kind of wary about this and couldn't find an answer as to whether this would be a problem--so, don't worry!)

I'm selling my DInc on eBay in a few days (upgrading to the Galaxy Nexus). It's currently running CM7 - I plan to give the buyer the option of a stock phone or a rooted phone with CM7 (as an aside, is this a good idea, or should I just sell it stock?). So I need to make sure I know how to return it to stock if necessary.
The first post in this thread is very detailed and seems simple enough to follow, but I just want to make sure of a couple of things:
1. Since megaupload is gone, I had to get the 2.3.4 PB31IMG.zip from a different site (Stock Images | PvilleComp's, I hope it's ok to post the link here). The MD5 checks out OK from that site, though it doesn't match the one provided here from the now defunct megaupload link. That concerns me a little.
2. The 2.3.4 PB31IMG.zip I downloaded contains a radio as well as the ROM. It's the same radio I'm already running (2.15.10.07.07) - am I ok to flash this over what I currently have, since it's the same baseband?
3. Will this also return recovery to stock (I have CWM recovery), or is that something I have to do in a separate step? If I have to do it separately, in what order do I do it - before I return it to S-ON using Unrevoked or after? Before flashing PB31IMG.zip or after?
4. Finally, in addition to CM7, my phone has the EXT4 4 All mod installed (/data and /cache are formatted ext4 instead of ext3), do I need to be concerned about this?

Flash s-on file (zip) using CWM first, then run the RUU to return to stock. You don't use Unrevoked at all during this procedure. Re-examine the OP for this step. And yes, the RUU procedure will replace CWM with the stock recovery. There's 2 parts to this...flash s-on file in CWM, then run RUU. Then you end up with an s-off phone that's also unrooted.

Not sure on this one. My instinct would be that this may cause an issue when trying to run the stock rom. I'm thinking you could use clockwork to format /data and /cache although I'm not sure what the default format method is within clockwork. You could then proceed to unroot although if you go that route, it might almost be best to load a stable rom first so you could then unroot by way of RUU with a bootable phone. Bottom line, you're on your own with this one, I'm just offering my thoughts which may be right or wrong.

Same when I try to turn on with Vol Up and Power button pressed. Have also tried installing PM31I.zip through HBoot, but still freezes at the HTC Incredible screen. I've waited about 20 minutes and doesn't proceed further.

Goodness, this seems to be a common theme lately. Since my Megaupload links are dead, could you point me to the exact link/file you used to RUU?
Also, looking for some clarification on knowing its working when using hboot. My phone see's the file, says this

And then I get a vertical progress bar on the upper right part of the screen. When complete, the phone tries to read the file again and says its out of date then asks if I want to reboot or not. I was assuming that meant it read the file, installed it, then tried to read it again, but maybe I'm wrong.

Ok, I think I see what's going on here. That file that several people have evidently been using is not good. It states that it's hboot 1.02 and also, it's only 7.18 MB in size. We need to locate the true 4.08.605.2 RUU and hope people can get back to normal.

hboot is power and volume down. What version of hboot does it say you currently have and does it say s-on or s-off? I know you flashed the s-on file, just want to be sure it took. If not, we may have immediate options.
