Default Photo Compression Question..

If the messaging application says that it will compress a picture to a maximum of 1200KB, then why does it usually compress it something marginally lower like 20mb, 30 or 40mb?? Is there a way I can set this differently by maybe adjusting the settings in which I take a picture with?? I just want it to compress it to its maximum capability..

Any help?
