Hey, just wanted to let you know I did actually find a solution to this. I used a program called CDMA Workshop. You can get it online with a torrent or something. Then just follow the instructions I copied below. It worked well for me, I hope it works well for you too. Essentially this is the same solution as dialing ##778 and editing the NAM settings, but you are just using CDMA workshop to change the numbers that your Incredible will not let you edit. If you can't read these badly written instructions let me know; I will interpret them for you

for this feat you will need:

look in the box ur phone came in or something... or borrow one.

either cracked and stuff should do, google it and find a torrent or something.
now follow these simple steps:
-during activation go to emergency to pull the dialer and dial ##3424## and SEND to set the phone to HTCDIAG mode.
-once in diag mode, plug the phone in and set up the downloaded drivers.
-check under device manager and com ports to see which com port ur phone is using.
-run CDMA workshop.
-set up for the COM port ur phone is using and unlock with SPC 000000.
-after that i believe the field partaining to watever ur phone number is currently should be 0000005389, change it to any phone number, even ur google number will do even in NAM2.
-set the MCC to another international code like... 452? i mean i used 452 so watever.
-now set CDMA workshop to write.
-reboot phone and that should bypass the activation, it did it for me.
also notes, antiviruses will register most cracked versions of CDMA workshop as malware... its not, most people CANT disable their antiviruses like AVG, so you can also opt for torrents like CDMA tools that contain QPST, now QPST works just as good too, you just gotta run the configuration to select the COM port your phone is set to and run the programming to set ur NAM and MCC.
QPST is not a walk in the park but if u pay close attention it works a lot like CDMA workshop, its got an SPC button with the 000000 code preset and all, gotta make sure u read from phone before u do anything else. once u get that all setup reboot the phone and it should bypass that *228 screen.
also for you since ure overseas and all that crazy stuff, try to call verizon back for an unlock code, go to menu settings>security>disable sim card security will ask you for the unlock code which verizon will provide, and now just run with it see how it works for ya. it should work.
also if u wanna set it to GSM mode go to settings>call and its gotta have an option for switching to GSM mode, make sure u switch to GSM dual or watever. should get the job done.
everyone else in america trying to get this down, it worked for me with simple mobile, no 3G available for this phone because of the band it operates on, AT&T should work with the 3G. good luck everyone, PM me with questions.
