Default Mobile network not turning off

I just noticed something weird on my Inspire that maybe someone can shed some light on. When I'm at home, my phone is connected to my WiFi, which normally turns off the mobile network connection. I also usually make sure it's off using the Network Settings widget. In the status bar it would show the H+ with the check mark. When I looked at my phone earlier, the WiFi was connected, but the H+ had the up&down arrows, indicating the mobile network was on. So I checked my Network Settings widget and it still showed the Mobile Network as off. I turned off WiFi, made sure the Mobile Network widget still showed that it was off and tested if there was any data transfer happening. Some apps were able to work. Opera Mobile was able browse webpages. I was able to go into the Market. The ATT Code Scanner was able to fetch a page from a code. But other apps (Maps, the stock browser, SpeedTest) couldn't access a data network. Hmmm? Odd, isn't it? I restarted the phone and things returned to normal, for now at least.

Any thoughts as to how this would happen? Are there apps that will automatically turn on and use the mobile network even if WiFi is connected? I don't have the "Enable always-on mobile data" setting checked. I try to keep the mobile network off unless I'm actively using it. I only have the 200MB data plan w/ ATT, so I'm bit obsessive as to how much data I'm using. I hate the thought that an app will turn on the mobile network without prompting me first.

I'm running GB with the stock HTC Sense ROM, not rooted.
