Since both the phone and the laptop are host devices any Bluetooth connection between the two will be dependent on the Bluetooth profiles that each supports. The phone will likely be the challenge because it won't support as many profiles as the laptop. According to HTC the DINC supports "Handsfree", "Bluetooth Headset", "A2DP", and "FTP".

Of the four listed probably the "FTP" profile will be the best path for communication between your two devices. What are you wanting to do when both devices are connected?
