the reply from permalink states the obvious and provides no useful information on how to solve the problem. I have a Galaxy 10.1 and have been recently getting this message. I have tried closing all open apps and messages to no avail - what am I missing?

What you are missing is open browser tabs have nothing to do with apps or messages. To solve the problem you simply close one or more tabs and open one or more new tabs. I think Rush Lindsay's (permalink isn't the post author by the way) reply was perfectly correct and sufficient given that if you have opened a number of tabs you should at some point close them, particularly if your browser is telling you that you have reached the limit.
