What is the Android OS under the data usage mean? Am I using data as the number gets bigger or is it that there is data stored there? I am confused? I haven't used my phone yet and it is at 32.59 mb already

Have you set up your gmail account? Along with linking it to the play store? Also try turning your auto sync off as this uses up data usage as well. Go into your settings/accounts and sync.
