can the 2.2 be changed or upgraded to 4.0 os on pandigtal tablet (planet)

Welcome to the forums.

More than likely if you have not received an update straight from the manufacturer then there is no update to get a newer version of android.

Your best bet would be to search for a custom ROM and see if one of them is an upgraded version.
