Hi I have a Huawie dual sim Chinese phone running 2.2.1

How do you get the phone to upgrade the os?

I have tried to force it. The message on the phone is that is currently up to date.

Anyone know how to get it to upgrade?

Welcome to the forums

Unfortunately with a device like that you might not be able to get updates unless you potentially contact Huawei about it. Otherwise you might have to Root the device and put a ROM on there that is updated, if there is one.
If you could tell us a little more about your device, like the specific name then maybe we could assist you better.
