Default Evo 4g lte rooting? (new user)

Greetings people of forum. I have come not to do harm but to ask a simple question. Is it possible to root an evo 4g lte without internet connection on the pc? My evo is updated to 2.13.651. My pc is Windows 7 64 bit. Thank you all.

With my bit of htc experience, unfortunately not as the bootloader is required to be unlocked, needing pc access.
