Default Boot Looping after factory reset

Phone boot looping.

I did a factory reset on my Rise and now its boot looping. The only thing i did to it was delete/freeze a few stock things 1.5 months ago. I forgot to restore them before the factory restore. For example i froze VM setup i believe and a couple other things. Now the phone gets to the flick to unlock screen then reboots over and over.

Is there anything to save this phone or is it gone forever? Only cost $50 and im tired of its freezing and rebooting on its own anyway. Wasn't looking to spend money on a new phone but it might be time to upgrade.

Also holding volume down+power takes me to the restore screen but the wipe data selection errors out with. Cannot find /misc or something like that.
