Default What is velocity??

In reading the posts here, I keep seeing velocity mentioned. What is it, and what does it do? And I also see rom...some people want to change that once they've rooted their phones. What is that?

Well Velocity is a rom but I'd head over to the ally all things root section to see what's left since these parts are kinda empty these days.
