I don't believe so, I believe it's Verizon locked.
I assume you mean SIM card, there isn't one, Verizon doesn't use them much.
No, There are people working on it, but the last OTA software update locked the phone down tight enough that they are having problems rooting it at all.
There is a custom recovery, but without the ability to root it, it is not particularly useful.
