Can this phone become a hotspot??? (having to install other apps/programs is fine)

Can you make the LG lw690 a hotspot??? What program(s) do I have to use (FREE) & What is the easiest directions to make it a hotspot (&yes I am phone-literate)? Thanks for the fast assistance!

I use something called Portable WiFi Hotspot - free and very easy to use, though it does insist that you use a long password.

There was one other Free option when I checked on Play.

I just installed Portable Wifi Hotspot. I saw on Play that it said to first configure it in Settings, Other, Wifi/Tethering, etc. HOWEVER when I click the apps icon in my menu, a screen BRIEFLY starts to open then quickly closes. A message at bottom of screen (which is the phones regular main home screen background) says Wifi hotspot turned on (off)... & that is all that happens. I can't get to any program screen, options, settings, nor ANYTHING else. I also checked in my regular phones settings and there is no new or related items. . . Is this right? Or am I missing something???

Root it and install WiFi tether
